Ikkaku Sennin 角仙人 (The Horned Mask)
from the series Nôga taikan
by Tsukioka Kōgyo, 1925-1930

So basically Ikkaku Sennin is a story about a doe who magically gave birth to a calf that was shaped like a human, with only one antler and deer hooves instead of feet. He was given the name Ekashringa meaning “One Horn”.  He grew to be a powerful creature.
While walking in the woods one day it began to rain and he slipped. Having deer hooves instead of feet mad it hard for him to walk and he cursed the rain. Since One Horn was such a pure and pious creature his curse was granted and it did not rain for 8 months.
In another version he is so powerful that he captures the gods of rain and thunder and trap them in a cave which in most versions take the form of dragons.
The King sees that the crops will fail if it does not rains and finds out how the curse happened. He offers half of his wealth to any one who can lift the curse.
A courtesan named Shāntā comes to the king and says she will seduce One Horn and lift the curse. She then plies One Horn with food wine and hints of sex and he succumbs loosing his power and there for breaking the curse/releasing the dragons.
